A Russian citizen living in Vietnam can renew a passport without going back to Russia, at the embassy in Hanoi or the consulates general in Ho Chi Minh City and Da Nang. A 10-year biometric passport carries a $90 consular fee and takes up to three months. Your Vietnamese visa and residence card, however, stay tied to the old number.
I have run visas and border runs for Russians in Vietnam since 2023, so I deal with the Vietnamese side of a renewal: entry rules, e‑visa, residence card and travel dates while the document is being made. The consular steps below come from Russian Foreign Ministry sources, and the Vietnamese steps come from the entry law and from local law firms. The text marks every step I could not confirm from an official page.
When should you start a passport renewal?
Start nine to eleven months before the passport expires. Processing abroad takes up to three months officially and three to five in practice, and Vietnam’s law on entry and residence of foreigners requires a passport valid for at least six months for visa-free entry. Russians can stay 45 days visa-free until 14 March 2028, and a passport with less than six months left blocks your next visa-free entry.

Nine to eleven months is the wait of three to five months plus six months of validity. If your passport is already inside that window, apply now, because every week of delay shortens the validity you will have at your next entry.
What does a renewal cost abroad and how long does it take?
The consular fee is $90 for a 10-year biometric passport and $35 for a five-year passport without a chip, both for applicants aged 14 and over. Official processing is up to three months from the day you apply, and the biometric passport has no express option.
Expect three to five months in practice. One applicant comment from Ho Chi Minh City mentions nearly five months, and since that is a single report, treat it as a signal only. The rules and timing are described in the Foreign Ministry’s FAQ on zp.midpass.ru. I could not find one instruction on how the fee is paid in Vietnam, in dollars or in dong at a set rate, so ask your consulate how and where to pay before the visit.
Which Russian mission in Vietnam accepts passport applications?
Pick the office nearest to you. The Foreign Ministry’s service takes applications in person only, with no electronic filing for missions abroad.

- Hanoi: 191 La Thanh Street, Dong Da. Appointments go through the electronic queue at hanoi.kdmid.ru.
- Ho Chi Minh City: 40 Ba Huyen Thanh Quan Street, District 3. Check the consulate’s website for how to book.
- Da Nang: 22 Tran Phu Street, Hai Chau. It covers Da Nang, Hue and the provinces of Quang Tri, Quang Nam, Quang Ngai, Binh Dinh and Phu Yen.
Opening hours differ between the three and change, while addresses and phone numbers for all of them are collected on kdmid.ru.
How do you apply, step by step?
The whole process is one personal visit to the consulate and a wait that you can track online by application number. The questionnaire is filled in beforehand on the Foreign Ministry’s service, so the appointment itself covers the photo and the receipt of acceptance.

- Fill in the questionnaire on zp.midpass.ru and print it with the QR code. The form is stored only in your browser, so save the printout straight away.
- Book an appointment. Hanoi uses its own queue at hanoi.kdmid.ru. For Ho Chi Minh City and Da Nang follow the consulate’s website: if the booking button on q.midpass.ru is inactive, booking works another way.
- Pay the consular fee and keep the receipt.
- Come in person with the documents listed in the next section and the fee receipt. The photo is taken on the spot.
- Collect the receipt of acceptance with a 25-character application number.
- Check readiness on info.midpass.ru: choose the consulate, enter the number and wait for the status “Passport is ready for issue”.
What happens to your e‑visa and residence card after the new passport?
Your e‑visa and residence card are tied to the passport number, so both must be redone or reissued once the new passport arrives. An e‑visa issued for the old number will not be accepted: you file a new application on evisa.gov.vn with a government fee that visa services list as $25 for single entry and $50 for multiple entry. This comes from visa services; the portal gave me no separate explanation.

A temporary residence card is reissued under the new number at the Immigration Department or at the provincial police immigration office. Vietnamese law firms list the sponsor’s application on form NA6, the foreigner’s form NA8, the original new passport, two 2x3 photos and, for employees, a reissued work permit. Review takes five working days, and the card must expire at least 30 days before the passport does. I found no official page with this list, so confirm it with immigration. Office addresses are in my guide to the immigration offices in Da Nang, Ho Chi Minh City and Hanoi, and the card process is in TRC renewal: cost, timeline and documents.
This is where people get stuck. The evisa.gov.vn portal rejects many foreign bank cards, so the fee cannot be paid, and an e‑visa with the old passport number fails at the border while the airline refuses to board you. You can file the application yourself if you have a card the portal accepts. At BestBus Vietnam I handle the e‑visa end to end: I pay the fee with my own card, choose the correct entry point, and if the visa is refused I refile for free and refund your money. All I need from you is your travel dates. Message me your dates on WhatsApp and I will tell you what fits.
Which documents does the consulate ask for?
You need the printed questionnaire with its QR code, a valid passport, your internal passport and the fee receipt. An expired passport is still shown, and the form’s reason for replacement is “Instead of a used one”. For a 10-year passport the consulate takes your photo on site.

Bring the internal passport every time, since staff do ask for it and it cannot be replaced abroad. A five-year passport without a chip needs printed 3.5 x 4.5 cm photos. New Foreign Ministry regulations, orders No. 10286 for biometric and No. 10287 for non-chip passports, took effect on 26 July 2026. I could not confirm from the text whether proof of legal stay in Vietnam is now required, so bring a copy of your visa or residence card. For a lost or stolen passport, follow the action plan for a lost passport in Vietnam.
Can you leave Vietnam while the new passport is being made?
Your 45 visa-free days will run out two or three times while the passport is being made, so the exit question has to be settled before you apply. There is no published Foreign Ministry rule on whether your current passport stays with you during production, and I found no answer as of 15 October 2026. The application form says only that the old passport will be presented for cancellation.
Ask at the appointment, before you hand anything over, whether the passport stays with you. If the passport stays with you, you will need repeated border runs on it while it still has six months of validity. If the consulate keeps it, you cannot leave until the new one is issued, and your stay has to be covered by a visa or an extension on the spot. The visa run comparison for Da Nang, Ho Chi Minh City and Nha Trang shows which departure point fits your dates.
The short version
Apply nine to eleven months before expiry at the nearest mission in Hanoi, Ho Chi Minh City or Da Nang, and confirm how the fee is paid. When the passport arrives, file a new e‑visa under the new number and have your residence card reissued by immigration.
You can do all of this alone: the questionnaire and the e‑visa form are both public. The risk is a new passport that arrives after your visa or visa-free stay ends, which leaves you counting dates for exit, re-entry and filing. If you do not want to track that, send me the date your current visa ends and I will work out how to fit it all in.
Frequently asked questions
Is the 6,000-ruble state fee charged abroad?
No. Missions abroad charge the consular fee in dollars, and the Russian fee in rubles does not apply. The amounts are set by Government Decree No. 889, current as of 2 October 2026.
How much is a passport for a child under 14?
The consular fee is $50 for a 10-year biometric passport and $15 for a five-year one. I did not check the document list for children, so ask the consulate.
Can the finished passport be mailed to Vietnam?
Mailing is allowed only for countries on a list in the regulation, about 40 of them. I could not confirm that Vietnam is on it, so plan to collect the passport in person.
Can I get a residence card on an e‑visa after the new passport?
Reports from February 2026 say immigration issues cards only to LD2 and TT visa holders, and holders of DN1, VR or e-visas must convert the visa first, which adds about two weeks. These are secondary sources, so check with immigration.
Can I hold two Russian passports?
Yes, choose “In addition to the valid one” in the form and the first passport is not cancelled. The second can only be a 10-year biometric passport.
Can I withdraw the application after filing?
Yes, an applicant may withdraw the application until the finished passport is issued.
