Russian passport holders need a visa for Montenegro from 1 November 2026. Visa-free entry for up to 30 days ends on 31 October, and the Montenegrin government adopted the change on 23 July 2026. The primary source is the Montenegrin government announcement.
On 21 October the Russian ambassador, Alexander Lukashik, told Russian media that Podgorica had formally notified Moscow that the 2008 travel agreement ends.
If a winter on the Adriatic was your plan, the rest of this page covers what the rule changes and how to file for it, and where a Russian passport still works for a winter on visa-free entry or an easy e‑visa.
Who needs a Montenegrin visa from 1 November 2026?
From 1 November 2026, citizens of Russia, Belarus, China, Saudi Arabia and Turkey need a visa to enter Montenegro. The amendment to the visa regulation was adopted on 23 July 2026. Russian media, citing the embassy, report that anyone who enters on or before 31 October keeps the 30 days of legal stay they were given at the border.

The government announcement does not describe transition rules for flights or hotels already booked for November. For those trips, plan for a visa.
Lenta adds that Podgorica keeps the right to introduce separate visa exceptions, including seasonal ones. No such exception exists today, so do not count on one when you buy tickets.
How do you apply for the Montenegrin visa?
The tourist visa, category C, carries a consular fee of about €35 for an adult. Applications go to the embassy or to VFS Global visa centres, which accept Russian applicants in Moscow and several regional cities. Reports describing the centre’s rules put processing at two to three weeks and the stay at up to 90 days. Treat these as guidance and confirm them on the VFS Global site before you file.
According to Lenta, Russians can hand in documents at VFS Global in Moscow, Pskov, Yekaterinburg, Voronezh, Novorossiysk, Petrozavodsk, Murmansk and Arkhangelsk. That list comes from one source and the VFS page did not load for me, so check the city and the booking page before you plan the trip.
The government says an electronic visa is planned but has not given a launch date. For a November departure, count on filing in person. The Russian ambassador, Alexander Lukashik, also said entry remains possible on valid visas of some other states, including Schengen countries, but no official list of those exceptions has been published.
- Check that your passport stays valid for at least three months after the visa ends.
- Book an appointment on the VFS Global site and pick the city where you will hand in documents.
- Prepare the application form, a 35×45 mm photo, health insurance and proof of funds.
- Attend in person, because fingerprints are taken at the centre.
- Wait for the decision and buy non-refundable tickets only after the visa is in your passport.
The document list is assembled from descriptions of the centre’s rules, and its exact content may change. Funds are reported at about €50 per day of stay, and the consular fee receipt goes into the file.
Which country works for a three-month winter now?
For a stay of two to three months with no visa at all, the UAE gives 90 days in any 180 and Georgia up to a year.

Turkey covers up to 60 days, Vietnam 45 days without a visa or up to 90 days on an e‑visa, and Thailand has allowed only 30 days since 15 September 2026. These terms come from October 2026 summaries, so check the destination’s foreign ministry site before you buy tickets.
Georgia and the UAE are the simplest choice when the goal is one unbroken winter with no paperwork, because the allowed stay already covers three months. Turkey fits a shorter stretch of up to two months. Vietnam wins when you want warm weather for the full 90 days and are ready to file an e‑visa once.
| Country | Visa-free stay | What to know |
|---|---|---|
| Vietnam | 45 days | e‑visa available for up to 90 days |
| Thailand | 30 days from 15 Sep 2026 | paid extension possible |
| Turkey | up to 60 days | October 2026 summary |
| UAE | 90 days in 180 | October 2026 summary |
| Georgia | up to 1 year | October 2026 summary |
| Serbia | 30 days | October 2026 summary, no decision to cancel |
Land entries to Thailand are also limited to two a year. Stringing 30-day Thai stops into a whole winter is a trap, because every border run by land spends one of those two entries. I wrote up what Thailand’s cut means for people who planned a long Asian winter in Thailand cuts visa-free stay to 30 days.
How does a Vietnam winter work on visa-free entry or an e‑visa?
Vietnam admits Russian citizens without a visa for 45 days under Resolution No. 44/NQ-CP, and the regime runs until 14 March 2028. A winter of three months needs an e‑visa valid for up to 90 days. The official portal, evisa.gov.vn, charges $25 for a single entry and $50 for multiple entries, and a decision arrives within three working days.

The weak point is payment: the portal often rejects cards issued by Russian banks, the payment fails and the application stalls. The form itself takes an evening to fill in on the government site. This is the part I take over at BestBus Vietnam, where I file the e‑visa as a full service and pay the fee with my own card. I also choose the entry point to match your route. Message me on WhatsApp with your arrival dates and I will tell you what is realistic.
If you want to see how three months fit together from visa-free days and an e‑visa, read the 90-day multiple-entry e‑visa guide. For a longer comparison of life in both countries, see Montenegro vs Vietnam for a year.
Which winter base should you choose?
Montenegro by visa suits travellers who can file two to three weeks before departure and pay a fee of about €35. If your tickets are closer than that, a Vietnam winter comes together fastest on visa-free entry or an e‑visa. Thailand’s 30-day limit works for a short stop, but it does not cover a full winter.

Most of the stress before a winter trip is timing: the visa has to land before the tickets do. The e‑visa form is something you can complete yourself, as long as you pick the right entry point and check the spelling of your name. If you would rather not track deadlines, message me on WhatsApp and I will price it for your route.
