A Vietnamese bank blocks a foreigner’s card most often because the passport or visa on file has expired, or because the bank never registered the cardholder’s face. Since 1 January 2025 the bank suspends ATM withdrawals and electronic payments in both cases, and the fix starts at a branch with a valid passport. If the visa is what broke it, there is a quick way to repair that part.

I handle visas for foreigners in Da Nang, so I see where a lapsed visa and a dead bank card meet. This guide covers the triggers, the unlock steps and what BIDV, Vietcombank and Techcombank each offer.

Why does a Vietnamese bank lock a foreigner’s card?

Banks lock a foreigner’s card for four main reasons: the passport or visa on file has expired, face biometrics were never registered, a wrong PIN was entered too often, or the account sat unverified until a clean-up closed it. The first two come from Circular 17/2024/TT-NHNN of the State Bank of Vietnam, in force since 1 January 2025.

Under Decision 2345 of the State Bank, an online transfer above about $400 (10 million dong), or above about $800 (20 million dong) in one day, has needed a face match since 1 July 2024.

A foreigner has no Vietnamese chip ID card, so the face check happens at the bank counter with a passport, not in the app. A State Bank official confirmed this in 2024. Without a confirmed biometric record, electronic withdrawals and payments stop, and the card looks blocked even though the money is still there.

What does an expired visa do to your bank card?

For a foreigner living in Vietnam, an expired visa makes the bank suspend the card, because the ID on file must stay valid. From 1 January 2025 banks suspend payments and withdrawals when the registered ID has expired, and for a resident foreigner that record includes the entry visa or an equivalent document. BIDV tells customers to update ID documents at a branch before they expire.

I could not confirm whether a tourist on an e‑visa gets the same treatment, so the branch decides in that case. Vietcombank asks a foreign customer to come with a valid passport and residence documents, so a lapsed visa has to be fixed before the visit. A new e‑visa covers a new entry, and you should ask the branch whether it accepts that as proof of stay for your record. You can file the e‑visa yourself on evisa.gov.vn, but in my practice the portal often declines foreign cards at the payment step, after the whole form is filled in. At BestBus Vietnam I file the e‑visa and pay the fee with a card the portal accepts, and I plan the border run so you re-enter with a valid visa. Message me the date your visa ends and I will tell you which route gets you to the counter fastest.

How do you unlock a blocked card at the branch?

Unlocking a foreigner’s card starts with a branch visit, because the face has to be registered at the counter with a passport. Vietcombank says any of its branches does the check and that it takes a few minutes. Phone the bank first so you know whether the lock comes from documents, biometrics or a PIN.

The face check that helps unlock a Vietnamese card is done at a counter like these
  1. Call the bank hotline and ask which lock your card has: documents, biometrics or PIN.
  2. Check that your passport and your visa or residence card are valid today.
  3. Go to a branch of your bank and bring the passport, the visa or temporary residence card, and the blocked card.
  4. Ask the staff to register your face at the counter and to confirm the new status on your account.
  5. Test an ATM withdrawal and an app payment before you leave the branch.

What do BIDV, Vietcombank and Techcombank offer when a card locks?

All three handle a foreigner’s biometrics at the counter, and they differ in the phone support and app routes they publish. The State Bank told banks in June 2024 to run hotlines and 24/7 staff for biometric registration. I confirmed hotline numbers for BIDV and Techcombank, so check the Vietcombank number on its own site.

BIDV

BIDV runs a personal hotline on 1900 9247 and a business line on 1900 9248. Its SmartBanking app updates biometrics through VNeID, the government’s electronic ID app, and in practice the bank sends a foreigner to the counter.

Vietcombank

Vietcombank accepts a foreign customer at any of its branches. Its Digibank app route uses VNeID or a chip ID, and Vietcombank offers that route to Vietnamese customers.

Techcombank

Techcombank answers 24/7 on 1800 588 822 in Vietnam, free, and on +84 24 3944 9626 from abroad. Per its FAQ, you can lock or unlock a card by hotline, in the mobile app, at an ATM or at a branch. If the card locked on a wrong PIN and you remember it, call the hotline. If you forgot the PIN, request a reissue at a branch or in F@st i-bank, the Techcombank internet banking.

What happens if the bank closes your account?

If the bank closes your account, you lose access to the card, and you have to ask the bank what happens to the balance. The main wave was the State Bank’s clean-up. Of about 200 million accounts, only around 113 million individual accounts stayed valid after biometric checks, and roughly 86 million unverified or long-frozen accounts were to be deleted from 1 September 2025, Vietnam News reported.

That clean-up is separate from the everyday rule in Decree 52/2024, under which a bank closes an account on the holder’s request, on death or for violations. The State Bank’s deputy governor said that by 26 June 2026 banks had verified more than 162.9 million individual customers, so an account that passed biometrics is far safer than one that never did. Banks also close idle accounts under their own account terms, and the State Bank’s draft would write that into the rules.

If your account is already gone, ask the branch in writing what happened to the balance. I found no published rule on how a closed account’s balance reaches a foreigner, so do not assume an automatic SWIFT transfer. A new account needs valid documents again. One expat guide reports that in 2026 Vietcombank asks for a temporary residence card of 12 months or more, or a work permit with an LD work visa, and that BIDV usually asks for a residence card or work permit while some branches take an e‑visa. Treat that as a single-source report and let the branch decide. The account-opening guide for foreigners lists what each bank asks for.

Which fix fits your case?

Start with the symptom: a face check at the counter fixes failing online transfers, valid passport and visa dates fix blanket refusals, the hotline or a reissue fixes a PIN lock, and a closed account means asking for the balance in writing and opening a new one with valid papers.

SymptomLikely causeFix
Online transfers refused above the limitNo face check on fileRegister your face at the counter with a passport
Every payment and withdrawal refusedExpired passport or visa, or no biometricsRenew the document, then visit the branch
ATM says the card is lockedWrong PIN attemptsHotline, or a reissue at the branch
Account not foundClosure in the clean-upAsk about the balance, open a new account

A lapsed residence card is a common reason behind the second row in my practice, and the TRC renewal guide shows what renewal costs. While the card is dead, the guide to sending money to Vietnam covers other ways to pay.

You can do all of this alone with a hotline call, a passport and an afternoon at the branch. If you would rather not track visa dates while the card is frozen, tell me your city and when your visa runs out and I will check which option fits your dates.

Frequently asked questions

Can I unlock my Vietnamese bank account from abroad?Sometimes. Circular 25/2025 lets a bank verify a foreign customer who is outside Vietnam through a third party or a hired organisation, but each bank decides whether to offer it. Ask your bank in writing before you book a flight.
Does unlocking or reissuing a card cost money?Techcombank says a PIN reissue is charged under its tariff. I found no published unlock fee at BIDV, Vietcombank or Techcombank, so ask for the tariff at the counter before you sign.
Can a bank close an account that sits idle?Yes, under its own rules. NCB, Sacombank, Techcombank, MB and VIB set idle periods from 6 months to 2 years, and the State Bank's 2026 draft would add a 3-year limit, with the balance returned on request. The draft is not in force.
How long does the branch visit take?Tuoi Tre reported waits of up to 4 hours at some Vietcombank branches in July 2024, so go early on a weekday. The registration itself is quick once your turn comes.
What if the face scan keeps failing?Tuoi Tre reported customers rejected repeatedly at the facial step in 2024. Foreigners without a chip ID are sent to the counter anyway, so ask the staff to re-register your face there.
