Permanent residence in Vietnam exists, but the law opens it to a narrow group, and a typical expat on a work permit is outside it. Law 47/2014/QH13 (Articles 39 and 40) names four categories, and for most people the realistic ceiling is a Temporary Residence Card (TRC) valid for up to 2 years. If you only want the paperwork handled while you work out which status fits you, there is a one-day way to keep your visa in order.
Who can get a Vietnam permanent residence card?
Article 39 of Law 47/2014/QH13 lists four groups: foreigners with meritorious service to Vietnam who received a state medal or honorary title, scientists and experts living in Vietnam temporarily, foreigners sponsored by a parent, spouse or child who is a Vietnamese citizen living permanently in the country, and stateless people who have lived in Vietnam temporarily since 2000 or earlier.

A regular employment contract is not a category. The forum claim that several years of work automatically lead to permanent residence has no basis in the law.
What conditions apply on top of the category?
Article 40 adds two conditions for everyone: a lawful place to live and a stable income that covers your livelihood in Vietnam. Foreigners who qualify through a Vietnamese family member must also have held temporary residence for 3 consecutive years or more. Provincial Public Security Departments issue the card, and holders replace it every 10 years at the provincial police office.

Even with a complete set of documents, the authorities can refuse without giving reasons. Treat a permanent residence application as a long shot that needs a qualifying family or merit basis, and keep a valid TRC or visa running while it is pending.
How do you get from tourist to a TRC, step by step?
Most foreigners start on a 90-day e‑visa and end at a TRC valid for up to 2 years on a work permit basis. From the moment you hold a work permit, the whole sequence takes roughly 5 to 6 weeks, as the long-stay guide lays out.

- Enter on an e‑visa from evisa.gov.vn. The government fee is $25 for single entry and $50 for multiple entry.
- Find a Vietnamese employer willing to sponsor a work permit. Freelancing for an overseas company gives no basis for one.
- Order an apostilled criminal record check and a health certificate at home before you fly.
- Let the employer file the work permit. Processing time varies by province, so plan several weeks.
- Convert your e‑visa to an LD visa. Since 4 February 2026 immigration requires this before a TRC application, so confirm the current rule at xuatnhapcanh.gov.vn.
- Apply for the TRC at the immigration office in Da Nang, Hanoi or Ho Chi Minh City.
What usually goes wrong during the wait?
The gap between an e‑visa and a TRC is where plans break. The portal can decline a foreign card at payment, an e‑visa can expire while the work permit is still processing, and an overstay brings a fine and can complicate your next entry.
This is the stretch where I usually get involved. You can do the portal yourself if your card works there and your dates leave slack. At BestBus Vietnam I file the 90-day e‑visa with a card the portal accepts and check that its dates cover your work permit wait. I only need the day you land and the day your current visa ends. Ask me on WhatsApp whether your dates hold.
Does living here long make you a tax resident?
Yes. Spending 183 days or more in Vietnam in a calendar year or in 12 consecutive months makes you a tax resident, and employment income is then taxed on a progressive scale from 5% to 35%. Permanent residence plays no part in that test, so you can be a tax resident for years without holding a permanent residence card. The 183-day rule explainer covers the details.
What to choose: a TRC or permanent residence?
For a working expat the goal is a TRC and its renewals, because permanent residence needs a category that employment does not provide. With a Vietnamese spouse, child or parent, permanent residence opens after those 3 consecutive years of temporary residence. Everything else runs on e-visas, LD visas and TRCs, and the main risk is letting one expire before the next is issued.

While you decide which status fits, the visa in your passport still has an end date.
Portal forms and the immigration office visit are doable yourself with a translation app and patience. If you would rather not track expiry dates and filing windows across an e‑visa, an LD visa and a TRC, message me on WhatsApp with your current visa end date and I will lay out the sequence.
Frequently asked questions
Can I get permanent residence in Vietnam by investing?
Investment is not one of the four categories in Article 39. A large investment gives you a TRC instead: the top DT1 category, around $4 million, is valid for up to 10 years and is renewed rather than converted.
What happens to my TRC if I lose my job?
Notify the immigration authority within 30 days of leaving. The card stays valid on paper, but the authority can cancel it once the employment basis ends, so line up a new sponsor quickly.
